You didn't point out however that one has to pay for SEO as well, so the clicks generated from Organic Listings aren't free either. Given that there is a much longer time line to measure its impact, there is a greater risk associated with SEO. Imagine investing 9 months of time and money into an SEO vendor that is unable to impact your website's rankings. At what point do you pull the plug? If PPC is managed well, it will produce measurable results quickly. If it isn't working, you can pull the plug quickly. This would seem to be a smaller risk to me.
